Does this case need parent's consent?

I live here in USA, next year we plan to visit my family in Thailand, my niece want to come with us and stay with us for 1 month during her school break .At port of entry( Chicago). Do we need consent form from her parents to travel with us? ( I 'm her aunt). we all have American passport but her. She has Thai passport.
And if so, Do that consent have to stamp notary from US embassy?

She is 16 years old and yes the same thai last name. but I have American last name on my American passport.
