The OR programs in other schools might be in different name, especially Mangement Science, and perhaps can be in business, computer science, math or engineering departments krub, e.g.,

Besides Lancaster, I think ICL, Soton, WBS are also a good choice. I think your GPA is not a big issue as long as you have a good score in GMAT or GRE (depending on what they require).

There are also many famous OR programs in Europe that you may consider. They are (much) cheaper and there are a lot of funding opportunities, e.g.,
Netherlands: TU DELFT, Tilburg, RSM
Sweden: KTH, Lund, Linkoping
Switzerland: EPFL, ETH
Denmark: DTU, Aarhus, U of Copenhagen

Canada also has many good OR schools like U of Waterloo, U of Montreal, McGill, U of T, UBC and they have a lot of funding opportunities as well. The only issue is that the requirements are relatively high (especially the required GPA) compared to other schools but it is definitely possible if you have good standard test scores.

But if you really want to work in the US, I would recommend to apply to the schools in the US krub. You will have more flexibility on the starting date of your job due to your immigration status.
